Debates on state budget 2022 execution continue at joint sitting of NA Standing Committees

At the joint sitting of the RA NA Standing Committees on Economic Affairs and on Financial-Credit and Budgetary Affairs chaired by Babken Tunyan and Gevorg Papoyan, the debates on the state budget 2022 execution continued.

The RA Minister of Finance Vahe Hovhannisyan stated that the State Revenue Committee implemented the Tax and Customs Services programme in 2022 with 11 events. According to the annual plan, 33.6 billion drams were planned to be spent, according to the revised plan, it was reduced to 30 billion, and in fact, 28 billion drams were spent, which was 93 %. It is 1.5 % more than the index for 2021. The Head of the State Revenue Committee Rustam Badasyan presented the revenue sector, noting that the specified plan and actual performance last year amounted to 1 trillion 926 billion drams, which exceeded the 2021 index by 339.1 billion, and the initial plan of the 2022 budget exceeded 82, 1 billion or 4.5 %, which was 21.4 % more than last year.

“The Cadastre Committee had 1 programme and 6 events in 2022: 9 events were carried out instead of 6. The annual plan was 4.4 billion drams, which was then increased: a program worth 4.8 billion drams was actually implemented,” the RA Minister of Finance Vahe Hovhannisyan said.

According to the Deputy Head of the Cadastre Committee, two measures were carried out within the scope of geodetic and cartographic work.

The Chairman of the RA Urban Development Committee Armen Ghularyan said that 15 billion 903 million drams were allocated to the Committee in 2022, of which 14 billion 313 million drams were actually spent, the performance was 90%. Touching upon the spending directions, Armen Ghularyan stated that 117.5 million drams were allocated for the development and localization of normative and technical documents, which was implemented 100 %. 14 billion 916 million drams were allocated for programme costs of capital construction, which was implemented by 90%. 592.5 million drams were allocated for the maintenance costs of the Committee, which was used by 99 %. 4.9 million drams were saved as a result of saving utility costs.

The Chairman of the Public Services Regulatory Commission Garegin Baghramyan introducing the performance, informed that the budget of the Commission for 2022 was 995 million drams, 991 million drams was actually spent, which is 91.4 %.

Garegin Baghramyan informed that in 2022, the Commission provided 8 billion 356 million drams of tax and other revenues to the state budget, of which 995 million drams are settlement fees.

Garegin Baghramyan also informed that in 2022 the number of autonomous energy producers increased by 3342.

The Chairman of the Competition Protection Commission Gegham Gevorgyan mentioned that the initial budget of the Commission for 2022 was 544.269 million drams, the revised plan was 541.959 million drams, of which 533 million or 98.4 % was spent. Savings amounted to 8.859 million drams.

Last year, a number of legislative amendments were initiated by the Commission, the assessment of the competitive environment was improved. According to the rapporteur, Armenia is in the top ten in various international organizations. Changes have been recorded in many product markets, even in those markets that have been highly competitive.

Gegham Gevorgyan informed that in 2022, 142 criminal proceedings were initiated, 98 on the initiative of the Commission, 44 on the basis of reports. 151 proceedings were concluded. 38 warnings were issued, out 2 of which to the state bodies. 941 business entities were made accountable, a fine of 626.814.727 million drams was imposed. A fine of 414.601.204 million drams was paid to the state budget. Last year, 17 out of 31 cases were completed by court order.
